Qat-vanë Fêqê (/ˈɘlɘ/ /ˈvanë/ [cheek] [steam]) is a temperate Town located in the G̈ifêvîlêg̈êyê Zone of the Union of Engineers.

The name Qat-vanë Fêqê is derived from the Iron Elvish language, as Qat-vanë Fêqê was founded by Mlelilel Glënm, who was culturaly Iron Elven.

Climate

Qat-vanë Fêqê has a yearly average temperature of 25°C (77°F), with its average temperature during the summer being a hot 32°C (89°F) and its average temperature during the winter being a cool 19°C (66°F). Qat-vanë Fêqê receives an average of 264 cm/y (103 in/y) of precipitation, most of which comes in the form of rain during the spring. Qat-vanë Fêqê covers an area of nearly 5 km2 (2 mi2), and an average elevation of 912 m (2992 ft) above sea level.

Overview

Qat-vanë Fêqê was founded durring the late 12th century in spring of the year 1053, by Mlelilel Glënm. The establishment of Qat-vanë Fêqê was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Mlelilel Glënm struck deals with nearby nations and communities to establish Qat-vanë Fêqê as a prison colony.

Qat-vanë Fêqê was built using the conventions of Iron Elven durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Qat-vanë Fêqê is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.

Qat-vanë Fêqê is buildings are built arround a single broad packed earth mainstreet which forms a counterclockwise spiral to give the town a over all circular shape. The town is protected by a renforced stone fence which sits atop earthwork defences, for some of the best inexpencive defences a town of Qat-vanë Fêqê's size could have. Unfortuantly, these well-designed, yet cheep are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.

A look around Qat-vanë Fêqê is like a look into a broken heart which long ago fell to corruption. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need… unless of course, they would be an easy target for some robbery. The town has truly fallen to evil.

Qat-vanë Fêqê has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Qat-vanë Fêqê has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Qat-vanë Fêqê has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Qat-vanë Fêqê's public wards, blessings, and other arcane systems.

Qat-vanë Fêqê possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Qat-vanë Fêqê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Qat-vanë Fêqê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Qat-vanë Fêqê's town hall was built using a different architectural style from the rest of the town. The style used is best known for the combined use of arcuated and trabeated construction, employing arches and constructed with post and lintel. The arch served as the style's chief structural element, with flanking columns serving as buttresses or decorations. While the general shape of their structures could be generously described as simplistic, the use of these arches and columns created a most distinct ascetic which is easily distinguishable on sight to armatures and experts alike.

In Qat-vanë Fêqê during thunderstorms, with each flash of lightning, everyone sees different monsters from the corner of their eyes.

The Begedhi, Seedling near Qat-vanë Fêqê are known to be a mutant strain of the creature.

Qat-vanë Fêqê's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves drinking to channel Abjuration energies of tier 2 via speaking in tongues.

In time immemorial, reportedly some time during the early 2nd century Qat-vanë Fêqê experienced an impossibly long, cold, and stormy winter unlike anything seen before. The worst of the disaster struck The storm coated everything in a thick layer of ice and freezing countless animals, plants, and people to death. Qat-vanë Fêqê lost 156 people, and 163 livestock in the disaster.. The disaster is remembered as the Damnation Screams, after the sounds of the winds.
